1. NOTICE OF AVAILABILITY OF FINAL ENVIRONMENTAL IMPACT STATEMENT
The Final Environmental Impact Statement (EIS) on the proposal described below is available for public review.
Project Title: City of Seattle Accessory Dwelling Units Environmental Impact Statement
Issue Date: October 4, 2018

Description of Proposal: The proposal includes amendments to the City’s Land Use Code to remove barriers to the construction of accessory dwelling units (ADUs) in single-family zones.
The Final EIS analyzes the three action alternatives and a no action alternative and evaluates potential adverse impacts to the following elements of the environment: Housing and Socioeconomics, Land Use, Aesthetics, Parking and Transportation, and Public Services and Utilities. All action alternatives contain a range of potential changes to the Land Use Code.
The objectives of the proposal are to:
(1) Remove regulatory barriers to make it easier for property owners to permit and build attached and detached ADUs; and,
(2) Increase the number and variety of housing choices in single-family zones.
Project Location: The study area for this EIS includes land zoned single-family located outside existing urban centers, urban villages, and urban village expansion areas identified in the Mandatory Housing Affordability EIS.

Availability of the Final EIS: Interested parties may review or purchase copies of the FEIS from the Seattle Department of Construction and Inspections (SDCI) Public Resource Center, located in Suite 2000, 700 5th Ave, in downtown Seattle. A copy of the Final EIS is also available for public review at the Central Library branch of the Seattle Public Library (1000 4th Ave). The document will also be accessible on the City’s website at http://www.seattle.gov/council/adu-eis.
2) NOTICE OF DECISION THAT THE FINAL EIS IS ADEQUATE AND NOTICE OF APPEAL PROCEDURE:
The lead agency has determined that the Final EIS is adequate and complies with the State Environmental Policy Act (SEPA), RCW 43.21C. Appeals of the adequacy of the Final EIS must be received by the Hearing Examiner no later than 5:00 p.m., on October 18, 2018.
Appeals may be filed online (see http://www.seattle.gov/examiner/efile.htm), delivered in person to the Hearing Examiner’s office on the 40th floor of Seattle Municipal Tower at 700 5th Ave, or mailed to the City of Seattle Hearing Examiner, P.O. Box 94729, Seattle, WA 98124-4729. (Delivery of appeals filed by any form of USPS mail service may be delayed by several days. Allow extra time if mailing an appeal.)
The appeal must be in written form, contain a concise statement of the matter being appealed and the basic rationale for the appeal. An appeal form is available at http://www.seattle.gov/examiner/LANDUSEAPLFORM.pdf.
Appeals must be accompanied by an $85 filing fee. The fee may be paid by check payable to
the City of Seattle or a credit/debit card (Visa and MasterCard only), payment made in person or
by telephone at 206-684-0521. (The Hearing Examiner may waive the appeal fee if the person
filing the appeal demonstrates that payment would cause financial hardship.) The Hearing Examiner Rules and “Public Guide to Appeals and Hearings Before the Hearing Examiner” are available at www.seattle.gov/examiner/guide-toc.htm.
